US Capitol Police Investigating Active Bomb Threat Near Library of Congress

US Capitol Police are investigating a report of a possible explosive device in a suspicious pickup truck outside the Library of Congress and have evacuated the area around the building as well as the Cannon House Office Building, law enforcement officials told The Associated Press.

UPDATE 1:24 PM:

The man, believed to be from North Carolina, streamed multiple videos to his Facebook before it was taken down.

Police are currently negotiating with the man and are attempting to evacuate residents between 2nd Street SE to 4th Street SE and A Street SE to Independence Ave SE.

"My negotiators are hard at work trying to have a peaceful resolution to this incident," US Capitol Police Chief Tom Manger said. "We don't know what his motives are at this time."
